GL state sorting broken for textures - textures flashing on and off

GL state sorting in the rendering module does not appear to be un-binding textures correctly.
The symptoms are that textures flash on and on off among the geometries they are applied to.

Hacked - disabled sorting on program. Will be extending this module in future, hope to rework it anyway.
